Kushner Companies has changed its plans for the waterfront Caspian Pointe site, formerly the Garwood Mills property, from 300 luxury condos to 180 apartments, as part of a 30-year PILOT program. The new plan was presented to the Casino Reinvestment Development Authority (CRDA) in October 2025, a topic that has been a focus for Atlantic City Mayor Marty Small.
