I played Returns AFTER TF because I just wanted more donkey kong. Returns is the harder of the 2 I feel. 1 hit death on all minecart levels (unless you are playing the 3DS version and enabled easy mode), absolutely ridonculous 8th world levels. Even after my twitch skills were honed in TF I had a more difficult time in Returns.
