If the effort is successful, Newsom would be the first California governor to be recalled since 2003 when Democratic Gov. Gray Davis was recalled and replaced by Republican Arnold Schwarzenegger.

A governor could still be recalled theoretically, although only two in the nation’s history have been, including California Democrat Gray Davis in 2003.

ABC7 News was first to obtain a 12-page document that outlines how "Rescue California," one of the groups behind the recall of California Governor Gavin Newsom, hopes to do it.
